DRC is an international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.

DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC East Africa and Yemen operation focuses mainly on populations affected by displacement in Kenya, Uganda, Somalia, Ethiopia, Djibouti, Tanzania, Uganda and Yemen. DRC aims to create a synergy among the different humanitarian aid and development projects in the EAY – both in terms of geographical coverage and types of activities implemented in support of refugees and populations displaced or otherwise affected by conflict.

The Danish Refugee Council has been operating in Tanzania from October 2015 since the establishment of Nduta refugee camp, in response to the vast influx of Burundian refugees, fleeing the political violence that broke out in April 2015. DRC is now working in Nduta and Mtendeli refugee camps, with a current combined population of 165,000 refugees (statistics from February), and expected population of 200,000. DRC is working in the sectors of Camp Management and Camp Coordination (CCCM), Community Services, Protection, Livelihoods and Shelter/WASH, to provide a holistic response to the crisis and offer multi-sectoral services to Burundian refugees.

The DRC Tanzania program has been consolidated in 2016, moving away from pure emergency response to a longer term intervention. A new sub-base has been opened up in 2016 in Kasulu, to support a new Camp Management program in Nyarugusu (population 130,000 refugees) in support of a local partner, TWESA. DRC also plans to open a liaison office in Dar es Salaam for representation and administration purposes. Since August 2016, the DRC Uganda and Tanzania programs is a joint country program, led by the Uganda Country Director.

PURPOSE

The Logistics Manager will offer overall direction and management of all Procurement and Logistics functions in DRC Tanzania in close cooperation with the Head of Support Services. He/She will play a key role in developing and implementing processes and policies in support of DRC’s mission in Tanzania, in line with DRC operational standards and procedures

RESPONSIBILIETIES

Provide leadership for the logistics and procurement department
Provide overall supervision of country procurement and logistics and ensure that logistics and procurement regulations, procedures and documentation requirements are adhered to inclusive of requests for quotations, quality control and ensuring that set procedures are followed.
Ensure that the Procurement tracker is clear, logic and well designed to cover the various steps in the supply chain, is continuously updated and regularly communicated to Project Managers, Budget Holders and staff that needs to be informed of incoming goods and material.
Supervise country procurement and logistics personnel, and ensure logistics team’s close cooperation with the departments for admin/finances, human resources and program operations.
Technically supervise the logistics staff in the camps, participate in their recruitment, development of Job Descriptions and organize relevant training.
Develop clear instructions regarding warehousing at country office as well as in the camps;
Monitor procurement delivery procedures and ensure that items are accounted for and quality/quantity is controlled in stock reports and asset inventory management system.
Support preparation of Annual Procurement Plans and continuously educate Project Managers and Budget Holders on the Procurement rules and regulations to raise the understanding of the necessity to keep to Chapter 16 in the old Operations Handbook as that chapter is the basis for our cooperation with and acceptance by our main donors and their approval for us to follow our procurement rules and not theirs.
Ensure compliance with DRC policies and procedures, donor regulations and local laws.
Provide inputs to budget development and guidance on logistical support to the budget holders
Continuously check the integrity and robustness of procurement procedures, possible mismanagement and suggest corrective actions to minimize losses.
Train and groom logistics staff to improve the capacity of the country offices, by facilitation of continued learning and improvement through training, coaching and communication amongst personnel, and organizing sessions for self-evaluation and goal-setting.
Standardization of all service contracts.
Keep updated asset records according to donor and DRC regulations, with regular inventory of tagged assets.
Initiate inventories of warehouse stocks and verify the reconciliation of physical stock count with bin cards.
Fleet management overview including rules and minimum requirements for road/vehicle safety, accident reporting, safe driving, driver development/training etc.
Ensure proper guidance regarding vehicle and equipment maintenance/repair schedules and value-for-money services to the vehicle fleet/equipment.
Ensure maintenance, updating and sharing of procurement and logistics monthly reports on fuel, inventory, and equipment maintenance/repair and warehouse stock.
Ensure the correct insurance cover for vehicles, assets, goods in transit and stock.
Keep an accurate and updated filing system, with documented and supported records of actions for audit purposes.
Take a leading role in the application and local information of the new Enterprise Resource and Planning (ERP) tool to be launched in 2018.
As a member of the management team, ensure that agreed measures for safety and security are in place and adhered to by all staff.
Share and coordinate Procurement and logistics related information with the Head of Programs and other staff, and attend any internal coordination meetings.
Liaise with donors and government officials, especially as relates to issues of compliance, registration and audit.
Ensure timely communication with Uganda Office, Regional Office and HQ, Project Managers and Sector leads in Tanzania concerning all issues related to procurement and logistics. The above list of responsibilities is not exhaustive; other tasks maybe requested to adapt operational needs.
Any other duties as agreed with Senior Management Team or assigned by the Head of Support Services Tanzania.
QUALIFICATIONS

Essential**:**

Post graduate degree in Logistics and Additional Professional qualification is desired.
5-7 years INGO or other international agencies experience in Procurement and Logistics management preferably in an international humanitarian set up and direct experience of delivery of humanitarian programme in an emergency response.
Possess strong analytical and conceptual skills.
Proven Management Skills.
Excellent communication skills in English is required.

Previous experience in setting up systems in a new country program or renovating and improving systems in an older program is an asset.
Knowledge of working in challenging environments.
Proven ability to manage large varied workloads & deal constructively with stress & periods with long hours.
Proven ability to prioritize tasks, meet deadlines and work with limited supervision.
Proactive, stable and robust character and a good team player.
Excellent communication skills, calm and a good sense of humour.
Excellent interpersonal skills and demonstrated ability to establish effective working relations at all levels.
Fluency in Kiswahili is an added advantage.

Contract: 1 year contract dependent on both funding and performance. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at www.drc.dk under Vacancies). This position is graded as A15.
